Why do banks use sucky agents?

I don't get it.

Why do the banks dump 50-100 properties onto one agent? And that agent doesn't do squat for the banks. No photos, no nothing. Just flyers that say "Winterized." They are destroying the values of homes in the neighborhood by underpricing them. Sure there might be a little bidding war, but never does it get the home up to the true value.
